He stared out at the puddle of water that sat in the road. Then he turned to look at the smaller puddle that was in the parking lot of his strip mall. Shaking his head he looked down at the letter in his hand. It was from the Environmental Protection Agency.
According to the letter he received that small puddle was considered “navigable water” as seen from a fly by overhead. Navigable was defined in the letter as a body of water that a bird could wade in. The EPA was asking him to remove the parking lot as he had invaded an area that they considered wetlands.
It was just the beginning of the rainy season and puddles such as the one in his parking lot, along the sides of the roads, and even in his own back yard would be the norm for the day for the next several months. Wetlands would be popping up everywhere based on the EPA definition. This was just going too far he thought to himself.
Looking back out to the puddle in the road he wondered if the EPA sent the city a letter too asking them to remove the road…
